[Jonathan] The VA Community Care Network offers an excellent option for in-home care for veterans of all ages who meet the qualifying criteria irrespective of whether they have a service-connected or non-service-connected disability. Under the VA CCN Program, veterans enjoy the flexibility to select an agency for in-home care, provided that the agency is credentialed, and typically veterans receive between 6 to 20 hours of care per week. Though in certain instances, the VA may approve 24-hour care in the VA CCN program, the allocation of hours is solely based on the individual's needs and is not influenced by financial status. The VA directly reimburses those VA CCN providers. It's important to note that some veterans may be eligible for in-home care services through VA CCN as well as be eligible for the VA Aid and Attendance Pension benefit through which they can also receive in-home care services.
In our last video, we discussed eligibility criteria. In this video, we'll discuss step-by-step the process for getting the in-home care services started through VA CCN, and we'll check off each of those eligibility criteria one by one as we go through the process. My name is Jonathan Marsh, the owner of Home Helpers Home Care Bradenton, and we are proud to serve veterans as part of a distinguished group of providers across the United States through the VA Community Care Network.
So let's go ahead and discuss, step-by-step, the process for getting the in-home care services started through VA CCN. And if you're a veteran and you go through the process, it should be very similar to what I describe, though there may be some slight variations depending on where you are in the country.
At Home Helpers Home Care of Bradenton, we created the process flow that you'll see a step through in this video. If you're a veteran who's already enrolled in the VA health care system and has established care with the VA, you'll find that there are steps in this process that are already complete.
First off, is the veteran enrolled in the VA health care system? If not, the veteran will need to apply for enrollment, and the veteran may apply for enrollment at any time by submitting an enrollment application, which is the 10-10EZ form. That form can be submitted online, in person, by mail, or by telephone to a VA health care facility. You can find those eligibility requirements, documentation, and information needed on how to apply. You can find all of that on the VA website at the URL that we're showing here on the screen. We'll also have a link to that website included on our website as well. The 10-10EZ form takes approximately 30 minutes to complete, and the processing takes approximately one week, so veterans will receive a letter when approved, as well as a call to assist them in establishing care. So once you complete this step, you can check off the first of the administrative criteria in our checklist.
Next, the veteran needs to establish care with the VA, and this simply means that the veteran has been assigned a primary care physician at the VA. So when the veteran goes in for their first appointment, they will be seen by their assigned Patient Aligned Care Team, also known as their PACT, and this includes a Medical Doctor (also known as the PCP), a Social Worker, and a Registered Nurse. The social worker will assist in determining the areas of need for the veteran and will help with moving forward in those areas. The needs may include in-home care services or, in other words, the homemaker and home health aide services of the VA. And just a quick tip for the veteran: Do not downplay your need for care. Advocate for the level of care that best supports your well-being. There's no shame in expressing that you require assistance. If you downplay your needs, that may impact your ability to receive in-home care services. And if you do get them, it may impact the number of allocated hours, potentially leaving you with less care than you truly need. Also, a quick side note, I've been calling these services in-home care services throughout the videos. For the rest of this video, I may use the term HHA services as a general term to refer to the services. This will make it easier when I mention individuals who are part of the related HHA program.
Next, the Eligibility Department of the Veterans Community Care Program or VCCP comes into play, and they're completely separate from the veterans assigned to the Patient Aligned Care Team. And they'll determine whether a veteran's disability, if any, is or is not service-connected. They also determine if the veteran is eligible for community care programs. The veteran is eligible as long as he or she falls into one of six categories. Remember, HHA services are available to all veterans who are eligible for community care regardless of whether they have a service-connected or non-service-connected disability. So once you complete this step, you can check off the second of the administrative criteria in our checklist.
Next, the PACT team's social worker will order HHS services. At this point, a clinical coordinator for the Homemaker and Home Health Aide Program, also known as the HHA Clinical Coordinator, will take over and will follow the veteran through the remainder of the process of receiving HHA services. And something important to note here. Neither the PACT Medical Doctor nor the PACT Social Worker determines clinical eligibility for HHA services. That falls on the HHA Clinical Coordinator. So once you complete this step, you can check off the third of the administrative criteria in your checklist.
At this point in the process, the HHA Clinical Coordinator will determine and assess if the veteran is appropriate for HHA services. The clinical coordinator will make a decision based on a defined set of criteria for the program, and that clinical coordinator will also conduct an assessment and use a national case mix tool, which determines how many hours of care a veteran qualifies for. During the assessment, the clinical coordinator will also ask the veteran if they have a specific agency that they prefer. When complete, the clinical coordinator sends the result of the assessment to a program support assistant. So once you complete this step, you can check off the clinical eligibility part of the checklist.
The HHA Program Support Assistant will now place the veteran with a credentialed HHA provider and send that provider authorization to provide the HHA services to the veteran. That credentialed HHA provider will then reach out to the veteran to coordinate the schedule for when HHA services will be provided. And there you have it.
